It sets rules for anyone who runs websites for general audience sites and sites for kids under 13 years old. The rules deal with how a website can use personal information you might give to the site, such as your e-mail address or last name, so that you and your parents will know what information is being collected and how it might be used. This "Privacy Policy" statement tells you exactly how we deal with the personal information we collect on our sites. Paragraphs "2" and "3c" of the section "Personally identifiable information" (above) specifically address COPPA issues related to "under age 13" users. You can learn more about Children's Online Privacy Protection Act at http://www.coppa.org/coppa.htm.
